Hej,
I am an EU citizen holding a permanent opholdstilladelse in Denmark. For the past four years, I have been living and doing a PhD in Sweden (as a part of staff with full-time salary, not a stipendium). As of April 1st, I have returned to Denmark and am continuing my PhD remotely for a Swedish university. Since my employer is a Swedish governmental institution, my social insurance coverage, including unemployment insurance, remains in Sweden. I have been a member of the Swedish A-kasse for 4 years (and member of Danish A-kasse before that). My Swedish A-kasse has informed me that upon termination of my employment (expected in December this year), I must immediately register with a Danish A-kasse. They explained that my Swedish certificates would then be transferred directly to the Danish A-kasse and Jobcenter, placing me under Danish law for unemployment benefits.
My concern is that since my employment in Denmark from April 1st will not cover a full year, my registered salary with the Danish Tax Agency will not reach the minimum income requirement (273.504 kr.). Could you please clarify whether this means I would not be eligible for unemployment benefits once my employment ends? Or, would the income I earned in Sweden from January 1st to April 1st also be taken into consideration when determining my eligibility for Danish unemployment benefits?
Kind regards,

when moving between the nordic countries there is a “5 year” rule regarding Unemployment insurance. The rule says that if a person have been insured against unemployment in one nordic country and return to that country within 5 years, he/she can transfer acquired rights (insurance period and work/income) without need to meet a working requirement in that country.
When returning to Denmark this is important, because if you become member (again) of a danish A-kasse within 5 years since you last time was a member, you do not need to work in Denmark (296 hours within 3 months) before you can transfer your acquired rights from the swedish A-kasse to the danish A-kasse.
If it has been more than 5 years ago you have been member of a danish A-kasse, you must work in Denmark (296 hours within 3 months) before you can transfer rights.
So, I think that must be important for you to become member of a danish A-kasse before the 5-year deadline, if its possible.
However you can not decide yourself in which country to be insured against unemployment. This follows the EU rules of social security coordination.
The rule say that a civil servant is covered by the social security of the country to which their employer’s administration belongs. This applies regardless of where the civil servant works or lives.
According to EU social security legislation, the term ‘civil servant’ includes not only civil servants, but also any person treated as such in the EU Member State where their employer’s administration is based. This means that each country applies its own national legislation to define a civil servant.
If you work for the university as a civil servant (check with your employer if you are unsure), you are covered by the social security of your employer’s home country, in this case Sweden, even if you do all your work remotely in Denmark. Your Swedish employer must apply for an A1 certificate from Sweden to show that you are covered by Swedish social security. This means that, among other things, that you are covered by unemployment insurance in Sweden.
There will be no problem with meeting the income requirement because your income from Sweden will be taken into account by the danish A-kasse. As long as you have been member of an A-kasse in Sweden or Denmark they can use income from both Sweden and Denmark 3 years back in time to meet the income requirement (DKK 273.504 in total for the last 3 years).
When you sign up with a danish A-kasse you should ask them to transfer your rights from the swedish A-kasse. It can probably be done electronically (through EESSI). If not, they will ask you about a PD U1 certificate. Its a document that states your insurance and working periods in Sweden. You can get the PD U1 document from the swedish A-kasse.
Let me kow if you have further questions.
